“We have this utterly perverse situation where the people of Britain are saying ‘We want our democratic institutions to have real meaning and real power,” O’Neill said. “The people inside those democratic institutions, primarily members of Parliament, are saying, ‘Well we don’t want this power. We want to keep outsourcing it.”
