“Redistricting and gerrymandering is only one piece of it. A big, big piece of it is us, and by ‘us’ I mean American voters. We are literally voting with our feet,” Walter said. “We moving to places that suit us…we are voting more lockstep than we ever have before. Fewer and fewer of us are splitting our tickets.”
